The Department of Climate Change was established on 3 December 2007. On 8 March 2010, as a result of Machinery of Government changes, a new Department of Climate Change and Energy Efficiency was established.

The Secretary—Blair Comley
The Secretary is responsible for providing overall leadership of the Department; he determines the Department's priorities, delivers organisational performance and directs priority initiatives. In consultation with the Deputy Secretaries, the Secretary is responsible for overseeing corporate governance and resource allocations and providing strategic direction to the Department. The Secretary is accountable to the Minister for Climate Change and Energy Efficiency.
Mr Comley became Secretary of the Department in March 2011. Previously, Mr Comley was Deputy Secretary of the Frameworks Group, which included executive oversight for climate change strategy and market instruments, international climate change policy and issues related to the land sector.
Mr Comley has held a range of senior positions at the Treasury including General Manager for Business Tax Division, Indirect Tax Division, Macroeconomic Policy Division and the Debt Management Review Team.
Mr Comley also represented Australia for three years on economic matters at the OECD and was the Acting Chief Executive Officer of the Australian Office of Financial Management with responsibility for managing the Australian Government’s debt and related derivative portfolio.
