Consultation on the National Greenhouse and Energy Reporting (Measurement) Determination

The Government invites interested parties to make submissions on certain aspects of the National Greenhouse and Energy Reporting (Measurement) Determination 2008 with a view to refining and elaborating the instrument in the first half of 2010.  An invitation paper is provided to seek feedback on a number of issues including:

  • experience gained and lessons learned about estimation methodologies from the preparation of the first reports under the NGER system, due 31 October 2009
  • the treatment of carbon dioxide capture and storage
  • fuel definitions
  • the treatment of blended fuels
  • the treatment of certain industrial gases
  • specification of additional documentary standards for the analysis of the carbon content of certain  materials and fuels
  • elaboration of fugitive emissions from coal mining
  • the treatment of particular parameters used in the emissions from waste landfill sector.

This process is not intended to constitute a major review of the NGER Measurement Determination but rather provide an opportunity for additional feedback to be submitted to the department given that estimation methods are evolving quickly for some sources.
