Registration 2009-10 information
Corporations (including incorporated joint ventures that are controlling corporations) which met one or more of the thresholds under the NGER Act for the first time during the 2009-10 financial year must have applied to register by 31 August 2010. Contact DCCEE on 1800 018 831 immediately if you were unable to meet this deadline and believe you need to register.
IMPORTANT NOTE: Corporations are only required to register under the NGER Act for the first year in which a threshold is triggered under section 13 of the Act. Once a corporation is registered it remains registered, and must continue to report for the following years.
OSCAR update
The release of OSCAR reporting functionality for 2009-10 and 2008-09 Reporting Years has been deferred. It is now anticipated that from 13 September 2010, registered corporations will have access to several new functions in the Online System for Comprehensive Activity Reporting (OSCAR).
Corporations will be able to generate their 2009-10 annual report for review and submission. Other OSCAR functionality available for the 2009-10 reporting year includes:
- Vertical reports tab displayed with new summary reports such as corporation report, group member report and corporate division report.
- Ability to report GreenPower and REC’s surrendered.
- Message banner for report generation status.
- New contacts tool to help create new users.
The 2008-09 reporting year will also reopen for corporations to enter data and generate late reports or resubmissions.
We apologise for the delay to this release, which was due to software issues.
For corporations required to report multiple reporting years, OSCAR will now display the reporting year selection screen. Corporations yet to submit a report for the 2008-09 reporting year will need to create a corporate entity structure for both the 2008-09 and 2009-10 reporting years.
There will be a scheduled OSCAR outage from 7pm on 10 September to 9am on 13 September 2010 to release the new functionality.
Reporting 2009-10 information
Official receipts are issued on receipt of reports by the Greenhouse and Energy Data Officer – either in hard copy, by fax or scanned email (refer to the Reporting under the NGER Act supplementary guidelines). For the 2009-10 reporting period, official receipts will not be posted out as they were last year; they will instead be emailed to the Primary Contact. Please ensure your Primary Contact details are up to date in OSCAR so your receipt goes to the right place.
Corporations planning to scan Part A of their signed Final Report and email it to the department are requested to identify their corporation by name in the "Subject" line of the email e.g. "XYZ Corporation NGER 2009-10 report". This will assist with faster handling of your report. DCCEE must receive your report by midnight EST on Monday 1 November 2010 for it to be considered as submitted on time according to the Act.

Reporting under the NGER Act – provides guidance in relation to the correct preparation and submission of NGER Reports.
Aggregated facility reporting, percentage estimates and incidental emissions and energy – Provides information for corporations looking to report under the NGER Regulations that apply to smaller facilities or low levels of emissions/energy production and consumption.
Vertically Integrated Production Processes (VIPPS) – Provides a general explanation of VIPPS and clarifies when a corporation can use them as a reporting mechanism.
Corporations are encouraged to review this information as they prepare their reports.
Reporting Joint Ventures/Partnerships
The OSCAR system has been updated to capture information relating to joint ventures (JV) and partnerships. For more information on how to set up and report on JVs/partnerships for the 2009-10 reporting year please see the OSCAR User Guide (Chapter 3 page 71).
JV participants and partners of a partnership are encouraged to nominate a responsible entity to take on the reporting obligations for the JV or partnership. If a nomination is not made, the controlling corporation of every participant and partner is responsible for reporting.
The details you include for a JV and/or partnership should be consistent with those set out in the NGER Regulations and on your Nomination of Responsible Entity form.
IMPORTANT NOTE: the above does not apply to incorporated joint ventures. Incorporated joint ventures do not meet the definition of ‘joint venture’ for the purposes of the NGER Act. An incorporated joint venture that meets the definition of a controlling corporation (and a section 13 threshold) must register in its own right.

NGER Determination consultation
The review of the National Greenhouse and Energy Reporting (Measurement) Determination 2008 is underway. DCCEE invites interested parties to submit feedback on the Review of the NGER (Measurement) Determination Discussion Paper (PDF 725 KB).
The discussion paper presents a review of the factors in the Determination and considers issues relating to methodological improvements, technical developments and feedback from stakeholders. NGER Auditor Registration update
A healthy 460 online applications have been started and over 130 completed applications lodged – just over 30 auditors are now on the register.
We are taking extra care to ensure our decisions in this completely new field are sound, consistent and well documented. Please be patient while we work through applications in the order they were received. We expect to be up to date by the end of September 2010.
To help prospective and practising auditors the latest Auditor Registration Guidelines and the new Audit Determination Handbook are now available.
Auditors and corporations should note that an audit report may not be recognised by the Greenhouse and Energy Data Officer (GEDO) unless it complies with the requirements of the Audit Determination Handbook, including reporting on the templates provided.
Renewable Energy discussion paper reminder
Submissions in response to the discussion paper – Treatment of renewable energy in the National Greenhouse and Energy Reporting System are due by COB 13 September 2010.
