» Implementation of the international unit surrender charge: Discussion paper
The clean energy legislation implements a price floor under Australia's carbon pricing mechanism by combining a minimum auction reserve price for domestic carbon units with a surrender charge for international units. The international unit surrender charge will be implemented through regulations.
The Department of Climate Change and Energy Efficiency has released for public comment a discussion paper on the implementation of the international unit surrender charge.
Interested parties may make submissions on the discussion paper by 9 February 2012.
» National Energy Savings Initiative: Issues paper
As part of the Clean Energy Future plan, the Australian Government is undertaking further work on a national Energy Savings Initiative (ESI). The National Energy Savings Initiative Working Group has released this Issues Paper to seek the views of individuals and organisations on aspects of design and implementation of a possible national Energy Savings Initiative.
Submissions close Monday 27 February 2012 at 4 pm AEST.
As part of this consultation process, the Working Group is also seeking comment on the Energy market modelling of national energy savings report

» Auctioning carbon units in Australia’s carbon pricing mechanism: Position paper
The Department of Climate Change and Energy Efficiency is seeking public comment on the position paper on the detailed auction design that will inform the development of the legislative instrument for auctioning carbon units.
Under the Clean Energy Act 2011, the Clean Energy Regulator is an independent statutory authority that will issue some carbon units through auctions. The detailed policies, procedures and rules for auctioning carbon units will be set out in a legislative instrument.
Interested parties may make submissions on the position paper by 24 February 2012.
