Carbon Farming Initiative

Consultation paper on the proposed design of the Initiative

Public consultation on the proposed Carbon Farming Initiative design has now closed. The Department of Climate Change and Energy Efficiency thanks all organisations and individuals who made submissions.

Prime Minister Julia Gillard announced on 14 August 2010 an election commitment to establish the Carbon Farming Initiative to give farmers, forest growers and landholders access to domestic and international carbon markets.

This consultation paper was the first step in a dialogue with stakeholders about the Carbon Farming Initiative. It described and sought stakeholder feedback on a range of options in relation to the design of the scheme.

Following the release of the consultation paper, the Department of Climate Change and Energy Efficiency held consultation workshops and meetings in Canberra, Sydney, Adelaide, Melbourne, Perth, Brisbane and Darwin. The workshop presentation was also made available to interested stakeholders.

Draft legislation and methodology guidelines

The Minister for Climate Change and Energy Efficiency, the Hon Greg Combet AM MP, released draft legislation and methodology guidelines for the scheme to provide further detail on how the proposals outlined in the consultation paper would work in practice.

An annotated version of the consultation paper was prepared to show where to find relevant clauses of the draft legislation.

Feedback from stakeholders on the design proposals was taken into account in finalising the legislation for introduction to the Parliament on 24 March 2011.

The methodology guidelines have been amended in the light of comments received and are now available for use in submitting a methodology to the Domestic Offsets Integrity Committee for assessment.
