Commercial Building Disclosure
Australian, state and territory government energy ministers approved the parameters of the new disclosure scheme for office building energy efficiency in November 2009. The Building Energy Efficiency Disclosure Act 2010 commenced on 1 July 2010 and is being implemented through the Commercial Building Disclosure program.
Consultation process
An analysis of the potential impact of the proposed national scheme for office building energy efficiency disclosure (the Commercial Building Disclosure program) and a regulation document were released for public comment on 18 December 2008.
Information forums were then held in each capital city during January and February 2009. The purpose of the forums was to present the key elements of the consultation documents including the proposed overarching requirements of the scheme, how it would be administered and the economic analysis.
Over 400 representatives from industry and government attended the forums and an additional industry workshop was also held on the disclosure of tenancy energy efficiency.
The Department received 41 written submissions on the proposed new scheme. The publicly available submissions are listed below.
