National Greenhouse and Energy Reporting Guidelines
NGER Reporting Guidelines
The National Greenhouse and Energy Reporting Guidelines have been developed to help corporations understand their obligations under the National Greenhouse and Energy Reporting Act 2007 (the Act).
The Reporting Guidelines are applicable across industry sectors and cover important concepts under the Act and the National Greenhouse and Energy Reporting Regulations 2008 (the Regulations), including:
- Determining participation - guidance on whether corporations need to apply for registration looking at corporate groups, facilities, operational control, and how greenhouse gas emissions and energy thresholds can be applied.
- Registration - outlines how and when a corporation can register.
- Reporting obligations - explains reporting obligations under the Act, covering sub-facility reporting, aggregating data and incidental greenhouse gas emissions and energy.
- Record keeping - outlines types of records that corporations may need to keep.
- Deregistration - outlines the process for corporations to deregister if they are unlikely to meet thresholds under the Act in future years.
Important Notice: Some corrections have been made to the National Greenhouse and Energy Reporting Guidelines since the first version was publicly released. Figure 1.2 (page 7), figure 1.3 (page 10) and table 3.1 (page 28) have been amended. If you downloaded a copy from the website prior to 16 August 2008 you should note the corrections listed in the table below.

NGER Technical Guidelines
The Reporting Guidelines can be used in conjunction with the NGER Technical Guidelines.
The NGER Technical Guidelines have been developed to assist stakeholders understand and apply the NGER (Measurement) Determination 2008 which outlines calculation methods and criteria for greenhouse gas emissions, energy production and consumption. The methods are based on those used for the National Greenhouse Accounts. The range of emission sources covered in the technical guidelines and Determination include:
- the combustion of fuels for energy
- fugitive emissions from the extraction of coal
- oil and gas
- industrial processes (such as producing cement and steel)
- waste management.
The Determination and technical guidelines do not cover land-based emission sources.
