Feasibility study: a national approach to energy efficiency measures for houses

Abstract
This study is one of a number which aim to identify issues related to, and provide strategies for, the development of policies and practices which limit Australia's consumption of energy. The Australian Greenhouse Office (AGO) has played an active role in much of this activity and has funded this study through the ABCB. In 1999, the AGO also funded CSIRO Building, Construction and Engineering to conduct a scoping study (CSIRO Building, Construction and Engineering 1999) to describe the objectives of and scope for incorporating minimum energy performance requirements into the Building Code of Australia (BCA).
The scoping study concluded that the BCA can be amended to set minimum energy efficiency levels in new buildings, which will result in meaningful reductions in greenhouse gas emissions in the building sector. However, it further concluded that developing and implementing amendments which are effective in reducing energy consumption and greenhouse impacts will not be easy or quick.
