Abstract

The Australian Greenhouse Office (AGO) commissioned this study as part of the Australian Government's response to the Prime Minister's statement of 20 November 1997, 'Safeguarding the Future: Australia's Response to Climatic Change'. Global concern is rising over the increasing levels of greenhouse gases in the atmosphere, which may cause changes to our climate, such as rising temperatures, rising sea level, changes in rainfall and increases in storm activity. This concern has led to an international agreement, the Kyoto Protocol, which sets targets for future greenhouse gas emissions in many countries, including Australia. Australia has agreed to limit the growth of its greenhouse gas emissions to 8 per cent above the 1990 level by the first commitment period, 2008-12.

The overall objective of this study is to prepare a scoping paper - in a form suitable for submission to the Australian Building Codes Board (ABCB) and key regulatory stakeholders -describing the objectives of and scope for incorporating minimum energy performance requirements into the Building Code of Australia (BCA).
